The 2040 Campus Master Plan Update (PDF) builds on Cal Poly Pomona’s previous Campus Master Plan (PDF) and will guide the long-term physical development of the campus, in support of the university’s mission, strategic vision, and values. It provides a framework for future facility renovations and replacement, recreational facilities, open space, mobility/circulation, infrastructure updates, and sustainability.

The CSU Board of Trustees requires that each campus develop a master plan showing existing and anticipated facilities necessary to accommodate projected enrollment at an estimated planning horizon, in accordance with approved educational policies and objectives. Each campus master plan reflects the physical requirements of academic programs and auxiliary activities through the planning horizon. Universities are directed to reevaluate their master plans at least every 10 years to determine the need for changes in the scope and planning horizon. A campus master plan is an important tool for allocating facility resources to best support student success.

 The 2040 Campus Master Plan Update (PDF) addresses the campus’ current and future needs, focusing less on new development and more on optimizing existing physical assets of the campus to accommodate enrollment growth and future programs. As a guide for campus-wide improvements, the 2040 Campus Master Plan Update addresses the following:

• An analysis of existing campus conditions
• Student housing opportunities
• Recreational and open space enhancements
• Transportation access and mobility improvements
• Campus signage and wayfinding upgrades
• Sustainability and resiliency initiatives

These updates will support future planning for growth to 30,000 for full time equivalent students (FTES) through 2040.

Outreach for the 2040 Campus Master Plan Update (PDF) began in 2017. A 28-person advisory campus committee consisting of students, faculty, staff was established to guide the campus master planning process. The committee sought input from the campus community and acted as the sounding board throughout the process. Committee members played an instrumental role in refining the Campus Master Plan Update to ensure that it was consistent with the vision and mission of the University.

Between 2017 and 2019, the University and the advisory committee engaged over 500 students, faculty, and staff over 40+ meetings and workshops to get feedback on the master plan development. The university also conducted 20+ meetings and workshops with external community stakeholders.

The planning process and development of the 2040 Campus Master Plan Update (PDF) is complete. After conducting extensive outreach with the campus community and external stakeholders to define the priorities in the 2040 Campus Master Plan Update (PDF), and with the resumption of most in-person learning and teaching activities in 2024, the University advanced the environmental review process for the 2040 Campus Master Plan Update, as required under the California Environmental Quality Act (CEQA). The 2040 Campus Master Plan Update (PDF) was paused in late 2021 during the COVID-19 pandemic. This allowed the University to re-evaluate its on-campus physical capacity needs in light of remote instruction and its telecommuting program, among other considerations. In the Spring of 2023, the University began re-socializing the 2040 Campus Master Plan Update (PDF) with the campus community, prior to formally commencing the environmental review process.

Since the pause in late 2021, the University made efforts to re-evaluate its on-campus physical capacity needs in light of remote instruction and its telecommuting program, and has refined its future enrollment and project needs.

The University recognizes that conditions may change over time as new campus facilities and infrastructure needs arise. The CSU Board of Trustees requires that master planning is a continuing process that does not end with approval of the master plan or any subsequent revisions to the plan. Campuses implement their master plans over time and may introduce minor and major revisions, as needs dictate and opportunities present themselves.

The Campus Master Plan and Final EIR were presented to the CSU Board of Trustees in July 2025 for consideration for certification and approval.
